Since Fedora 43 there are two ways to interact with Red Hat Image Builder to build images. Local (on the Koji workers) or through an external service (through the service's infrastructure). This proposal drops the service parts while keeping the Koji-local builds.
Owners, do not implement this work until the FESCo vote has explicitly ended. The Fedora Program Manager will create a tracking bug in Bugzilla for this Change, which is your indication to proceed. See the FESCo ticket policy and the Changes policy for more information.
REMINDER: This ticket is for FESCo members to vote on the proposal. Further discussion should happen in the Discourse discussion linked above. Additional discussion may happen on the Fedora Devel mailing list.

I don't fully understand the impact of this, but the people who I would expect to understand are voting in favor, so I'm just going to vote 0 with the expectation that this is going to pass anyway.
@sgallagh The impact is that the osbuildImage task in koji can no longer be used after this is implemented. It is currently being used only by Fedora IoT and only to produce Fedora 42 images; when Fedora IoT's 'stable' branch switches to Fedora 43 nothing will be using these task types anymore and thus the impact should/would be: no impact.
osbuildImage
koji
The caveat is that if we were to want to respin one of the Fedora 42 deliverables (Fedora IoT's installers, disk image and the ARM SIG's Minimal image) that uses this plugin that this won't be possible but we don't generally re-spin images and even less so after the next version has been released :)
The above deliverables are produced with imageBuilderBuild tasks instead from Fedora 43 onwards (this has been done and working for a while) :)

According to our rules, this was approved after a week of voting.
After slightly more than a week: APPROVED (+6, 1, 0)
