This change brings xmlsec 1.3.x into Fedora. Version 1.3 is not backward compatible with 1.2.

Owners, do not implement this work until the FESCo vote has explicitly ended.
The Fedora Program Manager will create a tracking bug in Bugzilla for this Change, which is your indication to proceed. See the FESCo ticket policy and the Changes policy for more information.

+1, with the minor caveat that if they end up needing to create a compatibility package, it should be named xmlsec1.2, not xmlsec12 as described in the Contingency Plan.
