#3582 Change: UseSystemdForManagingPerUserEnvironmentVariables

Rely on systemd's systemd.environment-generator functionality for managing per-user environment variables (such as appending ~/local/.bin and ~/bin to an user's $PATH) instead of individual shellrc scripts (~/.bashrc, ~/.zshrc etc).

Owners, do not implement this work until the FESCo vote has explicitly ended.

I'm not convinced that this change is worth the effort currently, without handing more cases. +0 at this point.

I'm pretty convinced this would break too many things, since it relies on systemd being invoked to setup the environment. At least with containers, that's not guaranteed.
