Relocate all packaged RPM repository configuration data from <code>/etc</code> to <code>/usr</code>.

Owners, do not implement this work until the FESCo vote has explicitly ended.

Special care will have to be applied to documentation updates for this one.
The suggestion of including README files in the older places also sounds like a good idea to me.

Yes, it just wasn't forwarded to the devel list at all, as far as I can tell.

Which might explain the lack of torches and pitchforks :)

@siosm and @decathorpe -- yes, this is the same issue I ran into on https://pagure.io/fesco/issue/3599 where it was sent after the change was made to forward to devel, but it still was not found in the devel list. I have the code updated to add links to both devel-announce and devel where they exist. When a matching devel post is not there, it just ignores it rather than including and empty or broken link.

So, I see the moderation request for the devel list post.
But I was on pto that week... perhaps someone else dropped it?

Given that, can we resend it?
