Consider features in FeatureReadyForFesco despite the submission date passing.

= Overview =

Feature policy says that features must be proposed and accepted by FESCo by the Feature Submission deadline. However, the milestone name itself is misleading (Feature submission implies a different level of completeness than Feature acceptance). Furthermore, the problem used to be contained by the alignment of FESCo meetings to the Feature Submission date - they were on the same day, rather than having Feature Submission deadline on the day of the week that is after the FESCo meeting where the feature would need to be accepted.

Tickets in the FESCo queue have already been created for the features covered by this discussion. These tickets come from features submitted to the Feature Wrangler approximately 1-2 hours before the 2011/07/11 FESCo meeting, through the end of day on Feature Submission day.

Please note that this ticket that I am writing this very moment is later in the ticket queue than all of the feature tickets that were submitted, so it would be wise to probably review this ticket first rather than last. :)

Deal with 14 feature proposals for F16 in the queue for FESCo approval.

= Solution Overview =

Grant a one-time generalized exception to look at these proposals after the deadline. Features can still be rejected, but I would like for them to be considered in a manner that is consistent with how they would have been reviewed prior to the deadline.
