I don't remember details of any "provenpackager cleanup", and I think the given reason is a very poor one. We need more official (co-)maintainers, who take over package maintenance tasks officially and not randomly. It is a real pain to encounter unmaintained packages in the distribution, where nobody has responded to bug reports or task assignments for months.
koji information for user "itamarjp" only lists a total of five builds for a total of three packages: http://koji.fedoraproject.org/koji/userinfo?userID=861 Pkgdb lists over hundred packages for the same person. What's wrong here?
I see "itamarjp" as (co-)maintainer of package "xmp". It's out-of-date. I've also filed a ticket last month and haven't received any response yet. "xmp", due to the Audacious plugin it includes, is a package I need to touch frequently, and it becomes more of a problem if it's unmaintained like that.
For somebody to become provenpackager I'd like to see more activity.

I have to study and work to buy the bread, I have little time available, its boring having to wait 1-2 months for the package owner answer , I dont want to start changing packages from others without permission. I just want to use my 15 minuts available during the lunch to make my improvements available to others when I know the right to do.

-> some of these hundred packages are included in fedora by me, for example, rdieter/co-maintainer takes care of qt-creator, remi takes care of php-pecl-ssh2, I am adding co-maintainers, for this reason you're not seeing alot of builds with my id. I am doing officially.
for example pokerth is broken in fedora, new version depends on libirccclient, owner of this package requested a branch for f16 and f17 but forget to submit the update, a provenpackager can do it without problems.
Let me try to answer your questions, although the two posts are somewhat difficult to follow:
randomly touching packages: It's tedious work to have to find out whether or why a package has been unmaintained for a long time. With nobody responding to bugzilla tickets. With nobody observing upstream development.
"xmp": Obviously, you've not even paid attention to the Fedora git commits for that package (via the watchcommits ACL in pkgdb where you are subscribed). :-(
About co-maintaining "xmp": I have limited interest in it, but I am forced to be cooperative because a part of it depends on Audacious. I prefer to see the people, who are supposed to maintain xmp, be active maintainers.
koji information and list of packages: In other words, there are other people taking care of those packages. Even more reason for you to look after one of the packages where you are listed as (co)-maintainer.
