I propose proven packager status for pbrady.

= reason =
Pádraig is deeply involved in many mostly cloud related packages, esp. in almost every OpenStack package. He is also upstream coreutils maintainer.

He has proven his knowledge not only in is package reviews

Since a sponsor should have a look on his sponsorees and should correct possible issues, this basically requires to get commit acls for each package of sponsorees.
