#976 Provenpackager request

Hello.

As I'm going to focus on secondary architectures (ARM mainly), I would need to be able to fix platform specific issues encountered on packages which fail to build for whatever reason. The same applies to few packages where I asked for commit rights, but didn't get them due to inactivity of the package owner. I'd like to ask you for provenpackager rights. Please, decide if my reason is acceptable and if I'm worthy enough to get the rights.

im not opposed, but if the motive is primarily secondary arch work we have special groups for that.

Few days ago I wanted to help my colleagues with fixing license tags and missing license files in java stack, but couldn't do that in case of several packages due to the lack of commit rights and because of inactive owners. Actually that was the last drop making me to write this request. Provenpackager rights should cover both needs. I plan to use the rights only in cases where the owner doesn't respond. I can imagine it could make one angry when somebody touches his/her package without asking and possibly breaking his/her intentions. Thank you.
