#2033 Add a confirmation prompt before opening tickets

During the last run, the script failed some checks (mailing list and bugzilla activities) therefore it opened a lot of unneeded tickets and tagged all tickets with "bugzilla_user_not_found".
For the future, let's add a confirmation prompt just before opening tickets, so that we can stop the processing.
