#1247 Retrying failed module build created duplicate jobs in MBS

My module builds failed due to some transient error in koji, so I am retrying by simply re-issuing a fedpkg module-build with no other changes or commits between:

[mbooth@thinkpad-p50 tycho]$ fedpkg module-build
Submitting the module build...
The builds 4127, 4128 and 4129 were submitted to the MBS
[mbooth@thinkpad-p50 tycho]$ fedpkg module-build
Submitting the module build...
The builds 4130, 4131 and 4132 were submitted to the MBS

It was my understanding that the old MBS job number would be re-used and the build would carry on from where it left off. However you can see above three new MBS jobs were created and in MBS you can see duplicate jobs for the same context:

Oh wait, looks like I am mistaken. I probably have too many terminal windows open.
