MBS contains code to retrigger newRepo tasks when they fail, retrigger_new_repo_on_failure(). However, this code is never called.

It appears that this was simply an oversight in the Celery port (commit 0607f2079cf31863765d4f4cea25aa3d36e70262) a while back. The code was converted to a celery task, but that task was not included in setup_periodic_tasks()
