@psabata just submitted the first build of the base-runtime module here: https://mbs.fedoraproject.org/module-build-service/1/module-builds/34

... and the MBS failed to enforce the NUM_CONSECUTIVE_BUILDS limit. It submitted all ~190 builds at once, instead of limiting them to 5 at a time.

You can see that the NUM_CONSECUTIVE_BUILDS value is set correctly in the config here: https://infrastructure.fedoraproject.org/cgit/ansible.git/tree/roles/mbs/common/templates/config.py#n44
