We have some tests for submitting a module, but none for testing re-submitting a module. Let's cover that.

Looks like this was started in this branch but never finished. That stuff is 5 months old now and may no longer be relevant.

This branch seems to be implementing build resubmit in the poller (checking for "failed" builds and trying to resubmit them). It's not something we won't I think and there are no tests.
