The old one was very outdated.

Could this be kept? Would help new/random contributors to quickly get up to speed. (Moving it to something like CONTRIBUTING.md could also work, but the content is too short at the moment for this imho)

Wouldn't be better to just include a link to this piece of code? (so that it doesn't have to be updated here every time the implementation changes)
