#5 allow local package builds without prof

For local test builds, building profiling libraries takes considerable time and space, so it would be nice if using a %buildrequires section if one could disable prof just via local macros like before prof subpackaging was added.

This requires changes to cabal-rpm and possibly ghc-rpm-macros.
