This SOP describes the workflow for handling new tickets that arrive to
Fedora Infra tracker. This includes standard tickets and tickets for
apps we don't maintain.

I think this is a good start.

One thing we might mention is if a ticket is for an app we aren't maintainer for, we may refile or ask the user to refile the ticket upstream with that applications tracker. Some of our apps prefer this so they don't have to watch more things in our tracker.

Otherwise it looks fine.
