Why the changes in headers?

I changed it after receiving some feedback on hangouts, and since it does seem to match what we use elsewhere in the sysadmin guide, although I thought it was bad practice personally, since this doctype is not a book [0].

but it helps with the tab naming and top level heading (or the doc title)

= Document Title (Level 0)

so I guess "meh, it works better"

Looks pretty ok to me. +1 to merge.
