It doesn't make much sense to have separate guides outside infra documentation.
So let's migrate https://pagure.io/fedora-infra/howtos to infra docs.

Can you delete:

modules/howtos/pages/activate_a_spamcheck_account.adoc
modules/howtos/pages/fix_bugzilla_aws_saml_login.adoc
modules/howtos/pages/generate_2fa_keys.adoc

All those are old/not needed.

Otherwise thanks for doing this and looks good to me!
