This guide describes how to find and block suspicious IPs. Hopefully
this will help us to have unified process when dealing with DDoS or AI scrapers.

I think we should have a different process. I am not 100% sure what it should be, but we should discuss it before merging this.

I was thinking in the past that we shouldn't advertise what IP's we are blocking, but... I am coming to the conclusion that we should just make sure they are in ansible and documented.
This would make it a lot easier to see a false positive (since more people will see it).

And as a longer term thing I think we need to look at mod_qos... basically make our known important things always work and delegate the other stuff to low pri...
