I was poking through this in order to try and document the openQA steps for branching, and noticed various stuff that needs fixing/adding here. See individual commits for details.

Note there's a pre-existing ordering inconsistency in the file: there's a note that says "Build fedora-release and fedora-repos packages for Branched release before enabling the Rawhide gating.", but that note occurs after the step that enables Rawhide gating. I'm not totally sure what to do about this yet, will think about it.

This looks all good to me.

I think we should also not create the 'containers' stuff too tho.
