#410 Release process SOPs: update Bodhi and Greenwave instructions

This updates the release process SOP instructions for Bodhi and
Greenwave. We run the openshift playbooks with -t rollout to
ensure the configuration changes are immediately rolled out. For
Bodhi, we also use the new betafreeze status introduced in
https://pagure.io/fedora-infra/ansible/pull-request/2841 , so
this should not be merged until that is merged first. This will
switch to the post-Beta-freeze Bodhi policies at the time the
freeze is imposed, not at the time it's lifted, which should
avoid an unfortunate timing situation we ran into today.

Actually we need to pass '-t all,rollout' because if we just pass rollout it only does the rollout without changing the config any first.
Or I suppose we could run it twice: once to push the changes, once to rollout, but -t all,rollout seems better.
