Commit 6079ad1 partially solves the issue. There is one last problem: in alembic/env.py we are importing kiskadee modules. If we really need to do that, we should not assume kiskadee is installed, i.e., we should

  • check if we are in a production environment
  • if we are not, add kiskadee path to the path where python looks for modules.

The documentation project does so with

import sys
sys.path.insert(0, os.path.abspath('../'))

It is ok to do it that way there because we always run the Makefile to build documentation. In alembic's case, since it exports the alembic binary, we could first query about env.py path and finally include the directory above it in the sys.path. Note that we only want this for non production environments
