Target data is provided for some policy checks, but we do not have a specific test for it, instead relying on the generic tests like bool and match.

So, this would be an explicit target test (subclass of MatchTest, similar to other such tests), that is friendlier than using the match test directly (and perhaps resulting in more readable policy)
