#1067 API call setTaskPriority set up priority in closed, canceled, ... tasks and it shouldn't

Steps to Reproduce:

Run setTaskPriority(task_id, 1) on closed build, canceled, ...

Actual result:

Priority changed.

Expected result:

Priority should not set in closed/canceled/... tasks. Only Free or Open.
