Steps to Reproduce:

Run list-groups tag --show-blocked

Actual result:

List of groups contains blocked and non blocked groups.

Expected result:

List of groups should contain only blocked groups or help message should be changed to 'Show blocked and non blocked packages and groups.'

After discuss with @tkopecek I close this issue. This behavior is expected.
