#1705 [RFE] koji-gc should handle also failed/scratch builds

Currently koji-gc handle only completed builds. work/scratch directories are handled by separate scripts (#1704 - sort-term solution), but it makes sense to consolidate it in one place and possibly allow some policies to be defined.
