cannot create scratch-builds for rhel

reproducer:

rhpkg scratch-build

for any package in rhel

@odubaj what is the output when you run "rhpkg scratch-build"?

I'm pretty sure this was an issue with a broken package in buildroot, and not a problem in Koji itself.
