When RCM clones tags for releases, they usually contain thousands of packages and builds. Each tag action triggers an email notification to package owner. It would be useful if we can clone tags without sending notifications to decrease load for Brew.
When RCM clones pending tag to a set tag like "rhel-8.2.0-beta-1.0-set" that contains a "frozen" set of beta packages, the information about tagging there has low information value for the package owner.
A command line argument like --skip-notifications would work here.

If the ability to skip notification is not something you would like to allow to do regular users. Then I'm fine if the use of this option would require a special permission user has to have (e.g. admin or similar perm or even a special perm created just for this use-case).
