Create maintenance branch for py 2.6 (maybe whole py2)?

whole py2 sound exciting \o/

I would drop everything related to py2 and keep necessary backports in separate branch.

If we drop RHEL 6, we could simplify several things:
- Remove "systemd" conditionals in koji.spec
- Remove all references to "if you're using systemd..." in the documentation
- Remove optparse and switch to argparse
