The server howto documentation says "Kojira may need to be restarted when new tags are added in order to detect those tags correctly."

Is that still the case?

I don't think so... At least it was not the case today in my koji installation.

Yeah, when I test this in a fresh Koji 1.21.0 environment, kojira picks up any new tags very quickly. I think we can delete this line from the documentation.
