It is nice to have a doc for that, then it is not necessary for maintainer/admin/rel-eng to go through the code

I'm adding things to https://docs.pagure.org/koji/using_the_koji_build_system/#tuning-mock-s-behavior-per-tag in current release. Do you think, there is a better place for users to find it?

- Custom field Size adjusted to None

maybe we could split the content of using_the_koji_build_system to 2 or 3 docs? like
1. user guide
2. *package maintainer guide
3. 3th-party developer guide

and add a catalog for each at the top of the body.

BTW not sure if adding the doc link in koji edit-tag --help and other related cmds is a good choice.
