This is more a fedora infra issue than a koji one. ;) ie, it's our config...
I have set this correctly for epel6/7 now... can you retry and confirm it's working now?

At a glance, this sounds like a tag configuration issue in Fedora's Koji instance. Could you clarify what Koji itself is doing incorrectly here?
It looks like the epel7-build tag has no mock.package_manager setting.

err, had no setting. Looks like @kevin just added it
$ koji list-history -s tag_extra --tag epel7 --after 2020-08-06 -v Thu Aug 6 11:09:55 2020 (eid 58918530) added tag option mock.package_manager for tag epel7 by kevin [still active] value: "yum"

The generated mock-config doesn't have the package_manager set.

Yes. The build process uses the tag configuration from the same event id as the repo
