#2449 Build fails when the spec file uses cmake_ instead of make_

We are making some changes for our spec file for subscription-manager because the folks building it in Fedora have made them and we want to keep in sync.

When I try to do a build as a RHEL8.3 candidate it fails when the change of make_build and make_install are changed to cmake_build and cmake_Install.

This is caused by those missing macros, there's a BZ for it already: https://bugzilla.redhat.com/show_bug.cgi?id=1858941
