Issue #2487: cli: list-builds --buildid <non-existing-id> throws AttributeError - koji

We should raise "normal" "Build doesn't exit" error.

$ koji list-builds --buildid -123
2020-09-14 15:33:51,363 [ERROR] koji: AttributeError: 'NoneType' object has no attribute 'get'
