#2539 dist-repo multilib doesn't work

It seems there is more problems with it
- combination of i386/i686 + x86_64 leads to failing tasks (variou places expects different i?86)
- there is a problem with (current) dnf lib, that adding local packages to transaction set should be done by different method.
- ?
