#2600 CLi list-targets with option name and name is not existing

Steps to Reproduce:

koji list-targets --name=non-existing-name

Expected result:

It should returns an error that name is not existing.

- Issue set to the milestone: 1.24

Just to clarify - output stays same, just return code is changed to an error.
