#2634 wrapperRPM doesn't work with image policy fix

2359 introduced a fix for image build to land on correct volume. Nevertheless, in combination with wrapperRPM it results in rpms ending on DEFAULT volume while image artifacts ends on correct volume. Such build will fail during the completeImage call.
