as we don't pass "package" information to policy_data in build task

as an alternative one, we could use source test instead, but package test is more straight IMO.

@tkopecek @mikem, I filed the PR for this, but maybe using source test is suffient.

package is fundamentally unknown for many cases of this policy. It is better to use source here.
