https://pagure.io/koji/c/74061d5d710155c0888c155df0ac3c0c40a96d41 caused that web is looking for /etc/kojiweb/kojihubca.crt even in case when it is not needed. It is behaviour change which we should fix.

We found this issue in our koji web service.

Simple workaround is to set KojiHubCA= (empty string), but this change shouldn't be needed for backward compatibility.
