#2911 Image scratch builds not generating release

When submitting image task with no defined release, Koji doesn't seem to generate any release for it. The resulting file is then named name-1.0-None.x86_64.qcow2.

I have seen it on Red Hat's Koji instance. The last task I found that had generated release correctly was 33858894. After that, 33889223 got None.

@lsedlar Is it happening only for scratch builds or have you seen it also with regular ones?
