#300 [RFE] Run Repoclosure on provided repos for image building before starting anaconda

When doing an image build, a potential point of failure is missing dependencies in the repos provided to the image task, this is discovered in the middle of installation when there's a failure, but this type of error could be picked up much quicker by running repoclosure before all the run-root actions. It will also provide for some easier debugging
