https://pagure.io/koji/pull-request/2821#_1__124 packages all scripts which should be present in respective subpackages.

Also we should drop utils subpackage as it not suppoted on py2 anyway - https://docs.pagure.org/koji/supported_platforms/

@tkopecek BTW, do we still need koji-utils for rhel7 or python2?
