#3648 Remove DisableGSSAPIProxyDNFallback option on Hub

In 1.28, we created a message that DisableGSSAPIProxyDNFallback option on Hub is deprecated and will be removed in 1.29. We forgot to remove it and after one year, option is still there. Now, it's time to remove it.
