This is a side effect of pr #3531 for issue #934

While the --sigs --paths combination cannot work correctly without the fs check (because the client does not otherwise know if the signed copy exists and there is no way to check for it in the api), the plain --paths option can (because it is safe to assume that the regular build files exist).
