PR 3732

There is not much of a migration story here. PR #3407 was only merged four months ago. While we noted a deprecation in the 1.31 release notes and in access_controls.rst, there is no warning issued to folks that are relying on it. Simply dropping it so soon seems likely to break something.

Also dropping the hub side will break older builders. That's at least a potential upgrade issue.

I think we should hold off on this for now.

@mikem ok, let's move this change to future milestone, not 1.33. Do you have any idea when we could use it?

I think we'll need to do something more involved that what we have in #3732 to sanely drop the old policies
