In Koji, we can list the permissions of a user, and we can list the permissions defined in the system. But we can't get a list of the users that have a specific permission. It would be nice to have this feature.
Example:
# koji list-users --perm=admin user01 user02 user03
There is a security by obscurity principle in action here. You can get to the list via CLI, but not that obviously. Ping me if you need it. Anyway, does it still makes sense @mikem? Maybe we could add such command for admin?

With the recent addition of inherited group permissions (#3850), the situation is more complex than it used to be. It would be useful to have a way to query this in one call, i.e. the reverse of get_user_perms(with_groups=True). And yes, let's limit this call to admins.
This will be a bit more complicated than the above PR.
