We have an extended blurb about the scheduler in the 1.34 release notes, but it would be good to have more information about the scheduler in the docs themselves. This is probably worth its own doc entry, plus some brief notes/references in places like:

• hub_conf.rst
• server_howto.rst (?)
• writing_koji_code.rst
