#4038 Rely on kojid.conf MaxJobs in new scheduler

Currently it is a one value in kojihub.conf it could lead to starvationi some older setups. e.g. kojira's max_repo_tasks is higher than MaxJobs * createrepo_builders which could previously worked if SUM(kojid MaxJobs) > max_repo_tasks.
