#406 support BDR for postgresql

Fedora infrastructure wants to use BDR to remove the database being a single point of failure in the build pipeline. The koji schema does not apply when using BDR as it makes calls that are not valid with BDR.

http://bdr-project.org/docs/stable/index.html has docs on BDR. http://bdr-project.org/docs/stable/ddl-replication-statements.html has some of the limitations documented. There may be changes needed to the sql statements inside of koji itself.

I would like to ask that BDR be officially supported and taken into account when making all database changes.

We don't need this anymore... we dropped BDR here a while back.

Of course other database replication support would be nice, but I think postgresql handles this much better natively now.
