It is not clear if <draft-build> is build_id or nvr. Easiest is to update it to <draft-build-id> but maybe it is worth to add nvr variant?

It already does accept both int and nvr. E.g.

[mikem@localhost koji]$ lkoji promote-build koji-1.34.0-3.el9
Not a draft build: koji-1.34.0-3.el9
[mikem@localhost koji]$ lkoji promote-build koji-1.21.0-17.el6_10,draft_628
koji-1.21.0-17.el6_10,draft_628 has been promoted to koji-1.21.0-17.el6_10

Granted, for draft builds the nvr will have the id embedded, but still convenient for copy-paste.
